How to Win

Insider tips, common pitfalls, and what successful applicants look like

Premium
Insider Tip

The first approved project (up to $240M for Cohere Inc. ) signals that Canada's Sovereign AI Compute Strategy prioritizes established Canadian AI companies rather than start-ups. Before applying, consult with ISED via the Strategic Response Fund consultation process — this is mandatory and where projects are pre-screened. Applicants that can demonstrate significant provincial government co-investment and Canadian AI hardware (GPUs, networking) sourcing are strongly favoured. Smaller companies should consider whether access to the AI Compute Access Fund ($300M for compute access credits) is a better fit.

Success Profile

Well-capitalized Canadian AI or infrastructure company (or consortium) with 100+ employees, $50M+ annual revenue, existing AI or data centre expertise, and an established Canadian customer base. Cohere Inc. was the first recipient. Companies with a track record in AI model development, cloud infrastructure, or high-performance computing are best positioned.

Evaluation Criteria

Evaluated on: Canadian AI ecosystem benefit (data sovereignty, affordable compute access); commercial viability and deployment readiness; sustainability of energy sources; level of Canadian industry participation; co-funding leverage (private + provincial); use of Canadian-made AI hardware or software; and economic impact (jobs, GDP, supply chain). Ministerial approval required.

Application Steps

1 Submit Consultation Request Visit the Strategic Response Fund website and submit a consultation request to begin informal project screening with ISED officials.
2 Mandatory Consultation Meeting Attend a consultation meeting with ISED where your project is informally assessed for fit. This is required before formal application.
3 Prepare Full Application If invited, prepare a complete application including project description, co-funding commitments, sustainability plan, IP strategy, and financial projections.
4 Due Diligence Review ISED conducts due diligence on your project, including financial, technical, and legal review. This phase can take several months.
5 Ministerial Approval and Contribution Agreement Projects advancing through due diligence receive ministerial approval and negotiate a Contribution Agreement with ISED outlining funding terms, milestones, and reporting obligations.

Frequently Asked Questions

Quick answers to the questions founders most often ask about AI Compute Challenge

Free
Can sole proprietors apply?
No. The program requires a commercial entity, industry consortium, or academia partnership. Sole proprietors are ineligible as they lack the required corporate structure or partnership framework.
What's the realistic minimum award?
$20-50 million for meaningful projects. The first project (Cohere) received $240M. Smaller grants are not typical; this is for large-scale infrastructure.
How long does approval take?
Ongoing intake with no fixed deadline. ISED prioritizes projects ready for immediate implementation, with best results applying early in the fiscal year (April-June).
Why do applications fail?
Lack of meaningful Canadian industry participation, insufficient provincial co-funding, or project not ready for near-term deployment. Foreign entities without Canadian operations are rejected.
Is matching funding required?
Yes. Must demonstrate significant private and provincial co-investment. The first project had strong provincial backing, which was a key factor in approval.
