How to Win

Insider tips, common pitfalls, and what successful applicants look like

Premium
Insider Tip

Stack COS-HI (student credit during placement) with COG-HI (graduate credit after hiring) to maximize value from one co-op student — claim COS-HI during their work term, then transition to COG-HI if you hire them full-time post-graduation. The credit reduces taxes owed and is fully refundable — you receive a cheque for any amount exceeding your tax liability. Confirm the student's program is on the Manitoba Co-operative Education Programs Registry before hiring, or contact the Tax Assistance Office first. Work-related requirement means the job title should align with the graduate's program — document this clearly. Note: unincorporated employers explicitly eligible (sole props, private cos, co-ops, Crown corps, municipally-owned businesses, not-for-profits, tax-exempt corps).

Success Profile

Any Manitoba employer in any industry who hires co-op program graduates into permanent full-time roles. Particularly valuable for technology, engineering, and business companies that regularly recruit from university co-op programs. Simple to claim — no competitive process, just documentation.

Evaluation Criteria

No competitive evaluation — entitlement tax credit. Manitoba Tax Assistance Office verifies: (1) graduate holds a certificate/degree/diploma from a registered Manitoba co-op program, (2) employment is permanent full-time and started within 18 months of graduation, (3) work is primarily performed in Manitoba and related to the co-op field, (4) two-year employment limit not exceeded. All documentation must be provided to the TAO.

Application Steps

1 Hire a co-op program graduate Hire a graduate of a registered Manitoba co-operative education program into a permanent, full-time position (minimum 35 hours/week) closely related to their field of study. The hire must occur within 18 months of the graduate's program completion. Confirm the program is on the Manitoba Co-operative Education Programs Registry by contacting the Manitoba Tax Assistance Office.
2 Complete the first full year of employment Allow the graduate to complete their first full year of permanent employment. You cannot apply for the COG-HI credit until after the first full year is complete. Keep payroll records during this period.
3 Apply to the Manitoba Tax Assistance Office After the first full year of employment, complete the COG-HI employer application form and submit it to the Manitoba Tax Assistance Office (TAO). Include documentation certifying the employee graduated from a registered co-op program (obtain from the post-secondary institution) and confirmation of the employment terms.
4 Receive TAO certification The TAO reviews your application and issues certification of eligibility. This typically takes 4–8 weeks. Keep the certification for your tax return.
5 Claim the credit on your Manitoba tax return Claim 15% of qualifying wages paid in the first year (up to $2,500) on your Manitoba corporate income tax return (T2) or individual return. Repeat for the second full year to claim the remaining $2,500. The credit is fully refundable — any excess over taxes owed is paid as a refund.

Required Documents 5

COG-HI employer application form (submitted to Manitoba Tax Assistance Office after first full year)
Certificate from the post-secondary institution confirming the employee has graduated from a registered co-operative education program
Evidence of employment start date and position description showing work is related to the co-op field of study
Payroll records showing wages paid to the graduate employee
Corporate income tax return (T2) or individual return to claim the credit

Eligible Expenses 2

  • Salary and wages paid to the co-op graduate during the first two full years of permanent full-time employment
  • Net wages (government assistance from other programs must be deducted first)

Ineligible Expenses 5

  • Wages for temporary, contract, or part-time positions
  • Wages for work not primarily performed in Manitoba
  • Wages for positions not related to the graduate's co-op program field of study
  • Wages paid for placement or work terms (use COS-HI instead)
  • Benefits, employer CPP/EI contributions, or non-wage compensation

Intake Periods

Ongoing — no intake windows. Apply to the TAO after the first full year of employment, then claim on annual tax return.

Deadline Notes

No separate application deadline. Credit is claimed on the Manitoba corporate or individual income tax return for the tax year in which eligible wages were paid. Employers must wait until the first full year of employment is completed before applying to the Manitoba Tax Assistance Office for certification. Employment must start within 18 months of graduation.

Frequently Asked Questions

Quick answers to the questions founders most often ask about COG-HI

Free
Can sole proprietors claim this credit?
Yes — sole proprietors, partnerships, and unincorporated businesses are eligible as long as they meet all other criteria. The credit is claimed on the business owner's personal tax return.
What's the maximum credit per graduate?
Up to $5,000 total over two years — $2,500 per year for the first two full years of employment. Most employers claim the full $5,000 per graduate hired.
When must employment start after graduation?
Within 18 months of the graduate's program completion. If the graduate started working during their co-op term, the 18-month clock starts from graduation, not the co-op start date.
Do I need to confirm the student's program is registered?
Yes — the graduate must be from a program on the Manitoba Co-operative Education Programs Registry. Confirm this before hiring or contact the Tax Assistance Office for verification.
Can I stack this with other grants?
Yes — stack with COS-HI (during co-op placement) and Canada Job Grant (for training post-hire). SWPP is also compatible but applies during the placement term, not post-graduation.
