Application Steps

1 Pre-application consultation Contact [email protected] and CentreVenture Development Corporation before preparing any documents. CentreVenture is Winnipeg's downtown development liaison and can confirm stream eligibility, zone location, and guide the process. Do NOT start construction at any point before receiving Conditional Approval.
2 Secure other government support For the Economic Development stream, you must already have financial commitment from another level of government (provincial or federal program) before applying. Confirm this commitment in writing — it is a mandatory co-requirement.
3 Complete the Application Workbook Download the applicable Application Workbook (housing or non-housing PDF/Excel) from the City's HEDI program page. Prepare architectural plans, third-party construction budget, job creation plan with 10+ FT positions detail, and property ownership or site control documentation.
4 Submit to City Economic Development office Submit the complete application package to the City's economic development office. Expect a 3–6 month review period. The program team will assess all criteria and may request additional documentation.
5 Receive Conditional Approval Letter If approved, the City issues a Conditional Approval Letter. Construction may begin only after this point. You must obtain a building permit within 18 months of this letter.
6 Sign Grant Agreement and proceed with development Sign the formal Grant Agreement with the City. Proceed with construction. After occupancy permit issuance, the City begins annual TIF grant payments (80% of incremental municipal taxes) for up to 10 years.
7 Annual grant payments Each year for the grant term, pay your municipal property taxes in full. The City rebates 80% of the incremental portion (taxes above pre-development base) within each annual payment cycle. Maximum $2M total across the grant term.
