- Industrial operations in British Columbia
- Applicant must be the Operator of a B.C. Output-Based Pricing System (OBPS) Regulated Operation; opted-in operations qualify, OBPS New Entrants do not
- Facility must emit 10,000+ tonnes CO2 equivalent per year
- Project must demonstrate measurable emissions reduction
- Must meet minimum project size requirements
