Program Description

Funds Ontario SMEs between $50,000 and $500,000 (up to 100% of eligible costs per Challenge Statement) to co-develop pre-commercial 5G technologies with one of three major anchor firms — Ericsson, Ciena, or Thales. Projects must address posted Challenge Statements and operate within Technology Readiness Levels 1-7 on the ENCQOR iPaaS testbed.

Eligibility Requirements

  • Ontario-based for-profit SME with more than 50% of employees based in Ontario
  • Fewer than 500 Ontario-based employees
  • Must partner with an ENCQOR 5G Anchor Firm — Ericsson, Ciena, or Thales (mandatory, not optional)
  • Project must address a posted Challenge Statement from one of the Anchor Firms
  • Technology must be pre-commercial at Technology Readiness Level (TRL) 1-7
  • Must use the ENCQOR iPaaS testbed for development, integration, testing, or validation activities
  • Project partner (Anchor Firm) must leverage results for economic, environmental, or social benefit of Ontario
  • Must demonstrate commercial potential for both the SME and the Anchor Firm

Do I need to find my own Anchor Firm partner before applying?
No — but you must respond to a Challenge Statement posted by Ericsson, Ciena, or Thales. The Challenge Statement itself defines the technology area; you apply to the one that matches your technology.
Does the program cover 100% of my project costs?
Up to 100% of eligible project costs may be funded, subject to the maximum defined in each Challenge Statement. Unlike most grants, there is no mandatory applicant cost-share — though the Anchor Firm relationship itself provides non-cash contribution.
What TRL should my technology be at to apply?
TRL 1-7 (basic research through prototype demonstration). Technologies already at commercial stage (TRL 8+) are not eligible. The sweet spot is TRL 3-5.
How is this different from the ENCQOR Demonstration Program?
The Tech Dev Program is significantly larger ($500K vs $50K), covers up to 100% of eligible costs, requires an Anchor Firm partner, and addresses specific Challenge Statements. The Demonstration Program is a standalone proof-of-concept stream with no anchor firm requirement.
Can I apply if I've never worked with 5G before?
You must demonstrate technical capability to develop 5G-enabled technologies at the TRL specified in the Challenge Statement. Some prior wireless or connectivity experience is typically required to write a credible proposal.
