What this program funds and who can apply
Program Description
Funds Ontario SMEs between $50,000 and $500,000 (up to 100% of eligible costs per Challenge Statement) to co-develop pre-commercial 5G technologies with one of three major anchor firms — Ericsson, Ciena, or Thales. Projects must address posted Challenge Statements and operate within Technology Readiness Levels 1-7 on the ENCQOR iPaaS testbed.
Eligibility Requirements
- Ontario-based for-profit SME with more than 50% of employees based in Ontario
- Fewer than 500 Ontario-based employees
- Must partner with an ENCQOR 5G Anchor Firm — Ericsson, Ciena, or Thales (mandatory, not optional)
- Project must address a posted Challenge Statement from one of the Anchor Firms
- Technology must be pre-commercial at Technology Readiness Level (TRL) 1-7
- Must use the ENCQOR iPaaS testbed for development, integration, testing, or validation activities
- Project partner (Anchor Firm) must leverage results for economic, environmental, or social benefit of Ontario
- Must demonstrate commercial potential for both the SME and the Anchor Firm

Insider TipRead each Challenge Statement carefully — applications that deviate from the stated technology scope are rejected at the first review stage. The Anchor Firm (Ericsson, Ciena, or Thales) has input into the selection process, so your proposal must demonstrate clear value to their specific challenge, not just general 5G technology interest. Projects at TRL 3-5 (proof-of-concept to technology validation) are the sweet spot. If you're earlier than TRL 3, consider the smaller Demonstration Program first to build your track record.

Success Profile
An Ontario technology SME (under 500 employees) with a specific 5G product or platform at TRL 3-6 that directly addresses a Challenge Statement from Ericsson, Ciena, or Thales. Ideal candidate has prior testbed experience or a credible technical team with 5G protocol knowledge and a clear path to commercialization within 3 years.
Evaluation Criteria
Applications are scored jointly by OCI and the relevant Anchor Firm on: (1) technology fit with the Challenge Statement — specificity and relevance of the proposed solution; (2) innovation level — novelty within the TRL 1-7 pre-commercial space; (3) commercial potential — market opportunity for the SME and value to the Anchor Firm; (4) Ontario economic benefit — jobs, IP, and commercialization in Ontario; (5) team capability — technical expertise and track record; (6) project feasibility — realistic milestones and budget within 24 months.
