Program Description
A Quebec government subsidy program (administered by TEQ under MELCCFP) that provides up to 75% cost coverage for small and medium energy consumers converting from fossil fuel heating or refrigeration systems to lower-emissions alternatives. The Simplified Implementation track covers pre-defined eligible measures in targeted commercial sectors — including fuel-to-electric or CO₂ refrigeration conversions in supermarkets, oil/propane-to-heat-pump conversions in commercial and multi-unit residential buildings, and heating electrification in maple syrup facilities and greenhouses. The program is distinct from Hydro-Québec's own rebate programs; it is funded by the provincial Cap-and-Trade system and administered through TEQ. Per-site maximum is $250K/year; per-measure maximum is $100K.
Eligibility Requirements

The ideal applicant has already identified their contractor and equipment and is ready to apply before beginning the project.
Evaluation Criteria
This is an entitlement program — evaluation is binary: (1) is the facility in an eligible sector in Quebec; (2) is the proposed measure on the approved Simplified Implementation measure list; (3) is the facility classified as a small/medium energy consumer; (4) was the application submitted before project commencement; (5) is the project feasible within 24 months. No competitive scoring or ranking against other applicants.
