Program Description

A Quebec government subsidy program (administered by TEQ under MELCCFP) that calculates aid from the estimated GHG-emissions reduction of the converted system (up to $125/tonne CO2eq. over a 10-year commitment), capped at 75% of eligible costs, for small and medium energy consumers converting from fossil fuel heating or refrigeration systems to lower-emissions alternatives. The Simplified Implementation track covers pre-defined eligible measures in targeted sectors — including oil/propane-to-heat-pump conversions in commercial and multi-unit residential buildings, and heating electrification in maple syrup facilities and greenhouses. The program is distinct from Hydro-Québec's own rebate programs; it is funded by the provincial Cap-and-Trade system and administered through TEQ. Per-site maximum is $250K/year; per-measure maximum is $100K.

Eligibility Requirements

  • Eligible participants: for-profit businesses of any size, non-profits and co-operatives (social-economy enterprises), municipal bodies, health/social-services/education/childcare network establishments, sole proprietors, and Indigenous communities/nations recognized by the National Assembly — all with an establishment operating in Quebec
  • Large energy consumers are excluded: eligible participants must be a 'petit ou moyen consommateur' (PMC) — non-electric annual energy consumption under 36,000 GJ, roughly under 935,000 L of oil, 1,420,000 L of propane, 950,000 m³ of natural gas, or 1,875,000 kg of biomass
  • Eligible sectors include: commercial/institutional/industrial/multi-unit residential buildings (oil or propane heating conversions), maple syrup facilities (fossil fuel heating electrification), and greenhouses (heating electrification)
  • Eligible project types (per measure): the maple and building measures require converting an existing oil/propane system; the greenhouse measure also admits a new or expanded greenhouse with no fossil-fuel history (propane is the default reference fuel). The cadre also recognizes energy-efficiency-on-a-fossil-fuel projects as a distinct category alongside a fuel switch.
  • Project must be completed within 24 months of the financial-aid agreement taking effect (you may start work on receipt of TEQ's confirmation email, not final approval)
  • Professional engineering services not required for impact measurement (simplified track)
  • Building-heating measure: annual fossil-fuel consumption must fall between 500–20,000 L of light oil or 750–30,500 L of propane; the site (and every measure) must be connected to Hydro-Québec's grid or a named municipal/cooperative grid — a site on an autonomous or off-grid electricity network is not eligible
  • Maple measure: a site with no maple quota (contingent acéricole) is ineligible, however good the conversion — this is the field's most-missed trap
  • Greenhouse measure: if eligible expenses exceed $140,000 (before sales tax), you may apply under the standard implementation volet instead, which is not capped at $100K/measure
