1 Assemble Consortium Form a consortium of at least 2 eligible Canadian organizations (for-profit, non-profit, or university). Identify a lead applicant organization. Ensure multidisciplinary coverage across the quantum or uncrewed systems technology domain.
2 Assess Facility Security Readiness Identify an existing facility capable of achieving Level II (Secret) security clearance. The facility does not need to be cleared at submission but must have a credible path to clearance. Study the Maritime DISH in Halifax as a template.
3 Prepare Proposal Develop a comprehensive proposal covering hub establishment plan, technical work plan (quantum OR uncrewed systems), two-year budget (admin capped at 15%), governance structure, and letters from all consortium members. Explicitly address all evaluation criteria — evaluators will not infer information.
4 Submit via IDEaS Portal Submit the complete proposal through the IDEaS program submission portal before the deadline of April 2, 2026 at 2:00 PM Eastern Time. Late submissions are not accepted.
5 Evaluation and Due Diligence DND/BOREALIS conducts merit-based evaluation. Expect several months of review post-deadline, with funding agreements targeting FY 2026-27 start.
