Established Manitoba businesses or non-profits (1+ year of operations) with shovel-ready projects that deliver measurable GHG reductions or clean energy adoption. Strong applications include quantified outcomes (tonnes CO2e/year), detailed budgets, partnership letters, and risk mitigation plans. Top project types: EV charging installation, building energy retrofits, solar/renewable energy, and climate resilience planning.
Evaluation Criteria
Three categories scored: (A) Project Benefits — alignment with Fund priorities (GHG reduction, climate resilience, clean energy), measurable deliverables and outcomes, partnerships; (B) Project Viability — capacity to complete, achievable workplan with milestones, risk mitigation plan; (C) Organizational Capacity & Funding — organizational expertise, project lead credentials, return on investment (higher applicant/partner cash contributions score better).

- Training fees and expenses directly related to project implementation

- Expenditures associated with drafting and submitting the grant proposal
- Debt reduction costs, legal fees, financing charges and interest payments on loans
- Insurance coverage
- Provincial Sales Tax (PST) and GST if recipient is eligible for rebate
- Major capital assets such as property (land, buildings), plant/facility, vehicles
- Equipment and furnishings that do not remain with the applicant at project end
- General repairs or rebuilding of existing projects
- Conference, convention or similar event attendance
- Expenditures associated with donations, in-kind contributions, gifts
- Regular ongoing staffing/salary costs not directly tied to the project
- Hospitality and travel expenditures beyond Manitoba government guidelines
- Expenditures for cancelled projects
- Expenditures covered by other funding sources
- Funding for electric or hybrid vehicle purchases (separate EV Rebate program)
- Large capital fossil fuel projects that switch to renewable energy sources
- Activities for R&D, feasibility studies, or scale-up to bring a product to market (for-profit businesses)
Intake Periods
Annual intake opening in November–December, closing approximately 18 days later (e.g., January 7–25, 2025, noon CST). One intake per fiscal year. Monitor forms.gov.mb.ca/caf/ for announcements.
