One-time $10 million loan guarantee program launched September 3, 2025 to help established full-service restaurants in Newfoundland and Labrador restructure emergency operating debt. Province fully guarantees loans up to $100,000 per business issued by participating financial institutions, at commercial prime + 2% over a 10-year term. Eligibility is narrow — franchises, takeouts, snack bars, cafeterias, bakeries, and catering operations are excluded. The 90-day application window closed December 2, 2025 after receiving only 21 applications (11 deemed eligible, 6 letters subsequently expiring) — effectively closed to new applicants as of 2026 unless the province reopens intake.
