Program Description
Non-repayable salary rebate of up to 25% of eligible wages for incremental full-time positions created by PEI export-oriented businesses in strategic sectors. Positions must pay at least $35,000 annually, work a minimum of 1,850 hours per year, and be filled by PEI residents. Supports workforce scaling for bioscience, ICT, advanced manufacturing, and other export-driven industries.
Eligibility Requirements
- Located and actively operating in Prince Edward Island
- Registered to conduct business in PEI
- Manufactures, processes, or develops goods or services primarily for export
- Operates in a strategic sector: bioscience, aerospace and defence, advanced manufacturing, renewable energy, ICT, creative industries, or first-of-its-kind exportable goods/services
- Positions must be incremental (new, full-time, not replacing existing positions)
- Positions must work a minimum of 1,850 hours per year and pay at least $35,000 gross annually
- Positions must be filled by PEI residents
- Business owners, partners, and their immediate family members are ineligible for the rebate
- Positions receiving labour funding from other government sources are ineligible
- Not in default with the PEI Central Default Registry or with Innovation PEI reporting obligations

Insider TipThe rebate covers up to one year of eligible labour expenses per project regardless of how long the project runs — payments can be spread over up to 10 years. This means a company could secure a rebate for Year 1 salaries now and deploy the payments strategically. Key trap: business owners and their family members cannot be the rebated employees. Confirm with Innovation PEI whether positions receiving any other government labour funding (e.g., Canada Job Grant, Workforce Development Agreement programs) are still eligible under PLR.

Strongest fit for companies with an established export track record adding headcount to scale product delivery or R&D capacity.
Evaluation Criteria
Applications assessed on: long-term business viability, degree of innovation, management qualifications and track record, market potential and export evidence, level of other government support, employment creation impact, and availability of program funds. First-come, first-served within budget. A letter of offer is issued upon approval, constituting the funding agreement.
