How to Win

Insider tips, common pitfalls, and what successful applicants look like

Premium
Insider Tip

The rebate covers up to one year of eligible labour expenses per project regardless of how long the project runs — payments can be spread over up to 10 years. This means a company could secure a rebate for Year 1 salaries now and deploy the payments strategically. Key trap: business owners and their family members cannot be the rebated employees. Confirm with Innovation PEI whether positions receiving any other government labour funding (e.g., Canada Job Grant, Workforce Development Agreement programs) are still eligible under PLR.

Rejection Pitfalls 8

  • Positions not incremental (replacing existing staff rather than net-new headcount)
  • Gross salary below $35,000 per year
  • Less than 1,850 hours worked annually per position

Frequently Asked Questions

Quick answers to the questions founders most often ask about PLR

Free
Can the business owner's salary be covered by the rebate?
No — business owners, partners, and their immediate family members are explicitly ineligible. The rebate applies only to arm's-length employees.
What is the minimum salary for an eligible position?
$35,000 gross per year, working a minimum of 1,850 hours annually. Part-time or lower-wage positions do not qualify.
Can I claim this for a position also funded through Canada Job Grant?
No — positions receiving labour funding from other government sources are ineligible for PLR. The rebate is intended for fully private-sector-funded salaries.
Is there a cap on the number of positions I can include?
No published cap per application. The program covers one year of eligible salary expenses per project, with payments spread over up to 10 years. Contact Innovation PEI for multi-position applications.
Does the employee need to already be a PEI resident?
Yes — positions must be filled by PEI residents. Relocating an out-of-province hire to PEI may qualify once they establish residency, but confirm with Innovation PEI.
