Insider Tip

Apply before starting the consulting engagement — STEP assesses applications before approving, so retroactive applications for work already completed may be rejected. Submit claims within 21 days of project completion; missing this window results in an ineligible claim. Because the program is first-come, first-served, apply at the start of the fiscal year (April 1) to secure your spot before annual funding runs out. The program strictly excludes U.S.-focused projects — ensure your consultant's scope explicitly names non-U.S. markets.

Success Profile

A Saskatchewan manufacturer, technology company, or agri-food business that has been operating for 2+ years with at least $25,000 in annual sales, seeking expert advice on entering an international market outside the United States. Ideal candidates have a specific market entry question (regulatory requirements, distributor search strategy, operational adaptation for a target country) that an arm's-length consultant can address in a focused 3-6 month engagement.

Premium See what successful applicants for this program actually look like.

Evaluation Criteria

Non-competitive eligibility review. STEP confirms: business meets the 2-year operating and $25,000 revenue minimums; the consultant is arm's-length; the scope focuses on non-U.S. international markets; the expenses fall within eligible categories; and the application is submitted before work is completed. No scoring or ranking — all qualifying applications in the fiscal year are approved until funds are depleted.

Frequently Asked Questions

Quick answers to the questions founders most often ask about STEP — Business Advisory Services Funding ...

Free
Can I apply after I've already hired a consultant?
No — applications must be submitted to STEP before the consulting work begins. Retroactive applications for work already completed are not eligible. Apply as soon as you identify the consulting need.
What counts as an arm's-length consultant?
The consultant must be genuinely independent — not an employee, director, shareholder, or family member of the business. A freelance consultant or consulting firm with no ownership or employment relationship to your business qualifies.
Can I apply multiple times in one fiscal year?
The program allows up to $5,000 reimbursement per fiscal year (April 1-March 31). You may submit multiple applications for different consulting engagements, but combined reimbursements cannot exceed $5,000 in a single fiscal year.
Does the consulting have to focus on a specific country?
The consulting must focus on non-U.S. international markets — any country or region outside the United States qualifies. The scope must explicitly target international expansion rather than domestic Saskatchewan operations.
What if I miss the 21-day claim submission deadline?
Late claims are typically rejected. STEP's 21-day post-completion deadline is strict — set a calendar reminder as soon as your consulting project completes to ensure you don't miss it.
