How to Win

Insider tips, common pitfalls, and what successful applicants look like

Premium
Insider Tip

Contact AAFC's program office before the next intake opens — aafc. [email protected]. Indigenous applicants should also contact the Indigenous Services Liaison Office at [email protected] early in the process. Clusters must span Technology Readiness Levels 4-7 (applied research through early commercialization) — pure fundamental science or fully commercial activities are not eligible. Ensure at minimum 30% of costs address Climate Change & Environment, including at least 15% on GHG/carbon sequestration, to maximize AAFC cost-share (70% vs 50% for other themes).

Premium See what trips up most applicants for this program — and how to avoid it.

Rejection Pitfalls 6

  • For-profit organization — only not-for-profits (associations, corporations, cooperatives, Indigenous groups) are eligible
  • Single-organization project without genuine multi-stakeholder cluster structure
  • Research not aligned with AAFC priority themes (Climate Change, Economic Growth, or Sector Resilience)

Success Profile

Established national not-for-profit commodity association, industry group, or research cooperative with existing government and academic relationships — e.g. a national grain/oilseed association launching a climate-resilience research network, or a national livestock federation building a carbon sequestration measurement cluster. Requires multi-year consortium pre-formation before applying.

Evaluation Criteria

Applications assessed on: (1) alignment with AAFC priority themes — minimum 30% Climate Change & Environment (with 15% GHG/carbon), plus Economic Growth and Sector Resilience distribution; (2) cluster quality — breadth and depth of industry-government-academia partnerships, governance structure, and national scope; (3) scientific merit — research plan quality, TRL pathway (4-7), and likelihood of generating applicable innovation; (4) value for money — cost-share structure, budget reasonableness, and leverage of partner contributions; (5) benefits to Canadian agriculture — expected economic, environmental, and sector resilience outcomes.

Application Steps

1 Pre-Application Contact and Consortium Building Contact AAFC's program office at [email protected] to express interest and confirm upcoming intake timing. Build your multi-stakeholder cluster (industry, academia, government) well before the intake opens — consortium formation is a multi-year endeavour for national-scale clusters.
2 Submit Expression of Interest (EOI) When intake opens, submit an EOI via AAFC's online portal. The EOI outlines your cluster concept, consortium members, priority theme alignment, and proposed research scope.
3 Invitation to Full Application If the EOI passes screening, AAFC invites you to submit a detailed proposal package including cluster governance structure, research plan with TRL pathway, 5-year budget by activity and partner, cost-share breakdown, and letters of commitment from all consortium members.
4 Proposal Assessment and Due Diligence AAFC evaluates proposals against priority themes, scientific merit, cluster quality, and value for money. Assessment typically takes 3-6 months. AAFC may request clarifications or revisions.
5 Contribution Agreement Negotiation Successful applicants negotiate the contribution agreement specifying project scope, budget, milestones, cost-share rates by activity, and reporting obligations. The agreement may provide for both Vote 10 (cash contribution) and Vote 1 (AAFC scientist collaboration) funding.
6 Project Execution and Periodic Claims Execute the 5-year cluster research plan, submit semi-annual progress reports and financial claims, and conduct knowledge transfer and technology translation activities as specified in the agreement.

Clawback Risk

Medium Risk

Non-repayable contributions may be partially or fully recovered if: project milestones are not met, funds are used for ineligible activities, or the project is terminated early. AAFC retains audit rights for 6 years post-project. Mid-project scope changes require AAFC approval — unauthorized scope changes may affect payment.

Frequently Asked Questions

Quick answers to the questions founders most often ask about AgriScience Program — Clusters Component

Free
What is the difference between the Clusters and Projects Components?
The Projects Component funds individual organizations (for-profit and not-for-profit) for single applied-research projects up to $5M over 5 years. The Clusters Component funds national multi-stakeholder networks at $5M-$15M and requires a not-for-profit lead with industry-academia-government consortium structure. Clusters address national priority themes; Projects can be more targeted.
Can a for-profit company apply?
Not as the lead applicant — only not-for-profit organizations (associations, cooperatives, corporations, Indigenous groups) can lead Cluster applications. However, for-profit companies can participate as consortium partners contributing in-kind resources or co-funding.
Is there a current open intake?
No — the most recent intake closed June 2024. The program runs under Sustainable CAP (2023-2028), so at least one more intake is expected before 2028. Contact [email protected] to be notified when the next intake opens.
