What this program funds and who can apply
Program Description
A Sustainable CAP (2023–2028) program funding national multi-stakeholder clusters of $5M–$15M over 5 years that accelerate pre-commercial agricultural science through industry-academia-government partnerships. Distinct from the Projects Component (individual organizations, up to $5M): Clusters mobilize national industry associations, cooperatives, and research networks addressing AAFC priority themes including climate/GHG, sector resilience, and economic productivity.
Eligibility Requirements
- Not-for-profit organizations only (associations, corporations, cooperatives, Indigenous groups)
- Legal entity capable of entering into legally binding agreements
- Must consent to share a summary of the proposal with federal departments and provincial/territorial governments
- Project must mobilize partnerships between industry, government, and academia through a national thematic cluster
- Research must align with at least one AAFC priority area: Climate Change & Environment (minimum 30% of costs, with at least 15% on GHG/carbon sequestration); Economic Growth & Development; or Sector Resilience & Societal Challenge
- Total government funding across all sources cannot exceed 85% of eligible project costs

Clusters must span Technology Readiness Levels 4-7 (applied research through early commercialization) — pure fundamental science or fully commercial activities are not eligible. Ensure at minimum 30% of costs address Climate Change & Environment, including at least 15% on GHG/carbon sequestration, to maximize AAFC cost-share (70% vs 50% for other themes).

Established national not-for-profit commodity association, industry group, or research cooperative with existing government and academic relationships — e.g. a national grain/oilseed association launching a climate-resilience research network, or a national livestock federation building a carbon sequestration measurement cluster. Requires multi-year consortium pre-formation before applying.
Evaluation Criteria
Applications assessed on: (1) alignment with AAFC priority themes — minimum 30% Climate Change & Environment (with 15% GHG/carbon), plus Economic Growth and Sector Resilience distribution; (2) cluster quality — breadth and depth of industry-government-academia partnerships, governance structure, and national scope; (3) scientific merit — research plan quality, TRL pathway (4-7), and likelihood of generating applicable innovation; (4) value for money — cost-share structure, budget reasonableness, and leverage of partner contributions; (5) benefits to Canadian agriculture — expected economic, environmental, and sector resilience outcomes.

- Costs incurred before the eligibility date confirmed in the contribution agreement
- Costs exceeding the approved cost-share ratio per activity category
- Total government contributions exceeding 85% of eligible project costs
