What this program funds and who can apply
Program Description
Up to $5,000,000 per project (25-30% of eligible Saskatchewan expenditures plus bonuses) for film and television production in Saskatchewan. SK Stream offers 30% for SK-owned productions; Service Production Stream offers 25%. Bonuses available for frequent filming (10%), rural locations (5%), and SK post-production (5%). A third, follow-on Apprenticeship Stream — open only to approved Saskatchewan/Service Production Stream projects — funds eligible non-resident mentor salaries at the same percentage the project received in its FFTV award (capped at 40%), and counts toward the $5,000,000 project maximum.
Eligibility Requirements
- SK Stream: Saskatchewan-owned production company (30% base rate)
- Service Production Stream: production company must be incorporated in Saskatchewan (or federally incorporated and registered in Saskatchewan), with an SK head office and substantial SK-resident ownership control — same corporate test as SK Stream, just no copyright-ownership requirement (25% base rate)
- Must incur eligible Saskatchewan expenditures
- Bonuses: 10% frequent filming, 5% rural, 5% SK post-production
- Feature Film productions must be feature-length (minimum 75 minutes)
- Requires a market trigger/third-party interest worth at least 20% of eligible production costs, on top of the fair-market-value distribution agreement itself
- At submission, must show at least 50% confirmed financing (70% if the project budget exceeds $1 million)
- Production company must not hold, or be non-arm's-length to, a CRTC broadcasting licence
- Ineligible genres: news/current-events/weather-or-market-report programming; community-cable programming; talk shows; sports; fund-soliciting productions; pornography; government-contracted or SK-only-distributed advertising; advertising under $100,000 budget; industrial/institutional productions for internal audiences; non-documentary with over 25% stock footage; software/programming applications; video distribution platforms or aggregators
- Apprenticeship Stream (follow-on, not an alternative): open only after approval for the Saskatchewan or Service Production Stream; funds eligible non-resident mentor salaries at the same % rate as the project's FFTV award (capped at 40%); requires ScreenSask + union/guild approval; apply no later than 2 weeks before principal photography (window opens up to 8 weeks before pre-production); counts toward the $5M project cap
