The 5-year lockout is a firm disqualifier — check history first. Food security and climate-adaptation projects score highest. Short 30-day window, so prepare before April. Letters of community support strengthen applications.

Clawback Risk

Low Risk

No explicit clawback provisions in public documentation. The primary compliance requirements are: complete the project within 2 years, ensure all invoices are dated after receiving the grant, publicly acknowledge FCC's contribution, and pass FCC's background check. Failure to complete the project or misuse of funds would presumably require repayment, but FCC does not publicize formal clawback terms.
