Program Description
Federal departments post R&D challenges; eligible Canadian SMEs submit Phase 1 feasibility proposals (up to $150,000, TRL 1–4). Phase 2 prototype contracts (up to $1,000,000, TRL 5–9) awarded to successful Phase 1 companies. 100% funded, no matching required.
Eligibility Requirements
- For-profit entity incorporated in Canada (not-for-profits and cooperatives ineligible)
- Fewer than 500 full-time equivalent employees
- 50%+ of annual wages allocated to Canada-based workers
- 50%+ of FTE employees with Canada as principal workplace
- 50%+ of senior executives with Canada as principal residence
- R&D conducted within Canada
- Innovation at TRL 1–4 for Phase 1 (feasibility); TRL 5–9 for Phase 2 (prototype)
- Must respond to a specific open government challenge posted on ISC website

Canadian-incorporated SMEs with 10–100 employees, existing R&D capabilities, and a technology at TRL 1–4 that directly addresses a posted government challenge. Ontario-based companies receive disproportionate funding (40–50% of all awards). Environment/circular economy (25%), digital/AI (17%), and health/medical (11%) are the most funded sectors. Companies with prior government contracting experience have a notable advantage. First-time applicants can succeed but should understand the challenge-response format.
Evaluation Criteria
Two-stage evaluation: (1) Mandatory pass/fail — must address ALL Essential Outcomes, meet eligibility, and be within TRL range. (2) Point-rated criteria out of 130 — must score at least 65/130. Criteria include: technical merit and state-of-the-art advancement, implementation team qualifications, project plan feasibility, financial proposal reasonableness, commercialization plan, benefits to Canada, and inclusivity (20 points / 15% of total).
