How to Win

Insider tips, common pitfalls, and what successful applicants look like

Premium
Insider Tip

The single most important success factor is directly addressing EVERY Essential Outcome listed in the challenge notice — evaluators cannot infer anything not explicitly stated. The inclusivity criterion is worth 20 points (15% of total) and is consistently undervalued by applicants. Name specific competitors and quantify improvements in the state-of-the-art section. Subcontracting is capped at 1/3 of Phase 1 R&D budget — ensure 2/3 of work is performed internally. With budget cuts reducing available challenges, subscribe to the ISC newsletter immediately and apply to every relevant challenge. DND challenges offer higher funding caps.

Rejection Pitfalls 9

  • Failing to address ALL Essential Outcomes in the challenge notice (mandatory pass/fail — automatic rejection)
  • TRL outside required range (must be TRL 1–4 for Phase 1, TRL 5–9 for Phase 2 entry)
  • Innovation already sold commercially or available in the marketplace (not pre-commercial)

Success Profile

Canadian-incorporated SMEs with 10–100 employees, existing R&D capabilities, and a technology at TRL 1–4 that directly addresses a posted government challenge. Ontario-based companies receive disproportionate funding (40–50% of all awards). Environment/circular economy (25%), digital/AI (17%), and health/medical (11%) are the most funded sectors. Companies with prior government contracting experience have a notable advantage. First-time applicants can succeed but should understand the challenge-response format.

Evaluation Criteria

Two-stage evaluation: (1) Mandatory pass/fail — must address ALL Essential Outcomes, meet eligibility, and be within TRL range. (2) Point-rated criteria out of 130 — must score at least 65/130. Criteria include: technical merit and state-of-the-art advancement, implementation team qualifications, project plan feasibility, financial proposal reasonableness, commercialization plan, benefits to Canada, and inclusivity (20 points / 15% of total).

Free
How is this different from the ISC umbrella program already in the catalog?
This entry specifically covers the Challenge Stream mechanics — the two-phase structure, TRL 1–4 entry, and government-challenge-response format. The umbrella ISC entry covers the broader program context.
Can not-for-profits apply?
No — Challenge Stream is for-profit Canadian-incorporated SMEs only (under 500 FTEs). Not-for-profits, cooperatives, and academic institutions are ineligible.
Do I need matching funds?
No — ISC Challenge Stream is 100% funded by the federal government. However, subcontracting is capped at 1/3 of Phase 1 R&D budget (you must perform 2/3 of work internally).
Can I stack with SR&ED?
Yes, but you must deduct ISC funding from your SR&ED expenditure pool for the same costs. SR&ED covers qualifying R&D costs not funded by ISC.
