ISC Testing Stream graduates with TRL 9 solutions are listed on a government source list. Federal departments then award sole-source procurement contracts up to $8M over 3 years without competitive bidding — converting completed R&D testing into government sales.
Eligibility Requirements
- Must have successfully completed an ISC Testing Stream R&D contract
- Innovation must be at TRL 9 (fully market-ready and commercially available)
- Must apply to PSPC source list within 12 months of Testing Stream contract completion
- Must be an eligible Canadian SME per the small business set-aside
- Long-term, in-service support contracts are NOT permitted through this pathway
