How to Win

Insider tips, common pitfalls, and what successful applicants look like

Premium
Insider Tip

The forgivable portion varies by which CIPA zone the property falls in — some areas offer higher forgivable percentages. Ask the City upfront which zones offer forgivability and whether your property qualifies. Pre-approval before touching the façade is a hard requirement — a single contractor's preliminary visit is fine, but no demolition or material installation until you have written approval in hand.

Premium See what trips up most applicants for this program — and how to avoid it.

Rejection Pitfalls 6

  • Façade work commenced before pre-approval was issued
  • Property located outside an approved CIPA boundary
  • Applicant in default on City of London taxes or obligations

Success Profile

Commercial property owner or tenant in London's Core Area or another designated CIPA with a storefront requiring significant exterior rehabilitation — masonry, window replacement, new canopy, lighting upgrade, or accessibility improvements. Application Steps

1 Confirm CIPA boundary and forgivability zone Contact London Economic Development to verify your property is within an approved CIPA and to confirm whether your zone qualifies for a forgivable portion. Request the current program guide for your specific CIPA.
2 Obtain pre-approval before starting work Submit the pre-approval application with contractor quotes, photos of the existing façade, and project description. Do not begin any façade work — including demolition or material installation — until written pre-approval is in hand.
3 Complete the façade improvements Proceed with approved façade work using licensed contractors. Retain all invoices and receipts. Notify the City of any scope changes for advance approval.
4 Submit completion documents and request inspection Submit final invoices, receipts, and completion photos. City staff inspect the finished work before disbursement.
5 Loan disbursement and repayment Loan funds disbursed after inspection approval. Repayable portion follows the 0% interest schedule; forgivable portion is written off after the retention period per your CIPA zone.
