Program Description

Repayable working capital loans of $100,000 to $1 million for Manitoba corporations and cooperatives directly hit by U.S. section 232 or section 338 tariffs, or by related Canadian countervailing tariffs. Loans run up to six years, with up to one year of principal deferral at the province's discretion, and cover costs such as payroll, leases, utilities and tariff-related fees. Applicants need three years in operation and at least five full-time employees in Manitoba.

Eligibility Requirements

  • Manitoba-based company in operation for a minimum of three years, with a history of sales
  • Canadian-controlled private corporation (CCPC) or a cooperative registered and in good standing in Manitoba
  • Operates, as a direct exporter or in the supply chain, in a sector subject to U.S. section 232 tariffs (steel, aluminum, copper, autos) or section 338 tariffs (mechanical equipment, electrical machinery, plastic products, beverages including alcohol, paper products, furniture, and other goods such as jewelry, precious metals, personal care products, dairy products, textiles, consumer goods, leather and footwear)
  • Employs at least five full-time employees in Manitoba
  • Provides three years of financial statements showing ability to service the debt
  • Provides a business case showing the direct tariff impact, a recovery plan with expected outcomes, and attempts to access other financial support
