How to Win

Insider tips, common pitfalls, and what successful applicants look like

Premium
Insider Tip

Volet 3 is the main opportunity for commercial fishing and aquaculture enterprises — it is one of the few Quebec government programs that directly funds private fishing companies (not just research organizations). Projects must demonstrate 'applied research and experimental development activities' with scientific/technological uncertainty — this is a higher bar than mere product improvement; include a science protocol and methodology section. The 10% bonus for Magdalen Islands projects is automatic if your project is located there. For Volet 5, the June 15, 2026 deadline is firm — budget time to engage MAPAQ's regional fisheries and aquaculture directorate before submission. Contact [email protected] early for pre-application guidance.

Premium See what trips up most applicants for this program — and how to avoid it.

Rejection Pitfalls 6

  • Project lacks a clear scientific protocol or does not involve technological uncertainty (Volets 1–3)
  • Applicant organization type does not match the eligible applicant list for the selected volet
  • Project is located outside Quebec or lacks Quebec operational connection

Success Profile

Volet 3: Established Quebec commercial fishing or aquaculture enterprise with operational licenses seeking to fund applied R&D to develop new products, improve processes, or adapt to environmental/regulatory changes. Has personnel capable of conducting or overseeing research with a defined scientific methodology. Volet 5: Quebec biofood research organization, producer association, or technology transfer center developing training materials, guides, or structured knowledge transfer activities for the sector.

Evaluation Criteria

Applications assessed on: scientific and technological merit (degree of innovation, novelty of the approach), relevance to Quebec biofood sector challenges and priorities, qualifications of research team, feasibility of methodology and timeline, expected commercial or sector-wide impact, and budget reasonableness. Volet 3 gives additional weight to projects in the Magdalen Islands region.

Application Steps

1 Identify the applicable volet and confirm your organization's eligibility Review the program page to confirm you qualify for the target volet. Volet 3 is for commercial fishing/aquaculture enterprises. Volet 5 is for knowledge transfer bodies. Volets 2 and 4 are currently closed.
2 Contact MAPAQ for pre-application guidance Email [email protected] to request a pre-application discussion. MAPAQ advisors can clarify eligibility and help frame the innovation objectives to match program criteria.
3 Design the project with a clear scientific/technological methodology Develop a research protocol that demonstrates: scientific uncertainty, a testable hypothesis, and defined outcomes. Generic product improvement without a research protocol does not qualify.
4 Prepare the application file Complete the MAPAQ application form. Attach: project description with methodology, detailed budget, researcher CVs, financial statements, and any collaboration letters.
5 Submit before the applicable deadline Volet 5: submit before June 15, 2026 (firm deadline). Volet 3: continuous intake, submit when ready (closes March 1, 2028). Email completed file to [email protected].
6 MAPAQ review and approval (8–16 weeks) MAPAQ assesses scientific merit, eligibility, and budget. May request clarifications. Written approval issued before any project expenses are incurred.
7 Execute project and submit reimbursement claims Begin project work after written approval. Submit periodic reimbursement claims with invoices, timesheets, and progress reports per the contribution agreement schedule.

Frequently Asked Questions

Quick answers to the questions founders most often ask about MAPAQ — Programme Innovation bioalimentair...

Free
Can a commercial fishing company apply directly, or only research organizations?
Yes — Volet 3 specifically targets commercial fishing and aquaculture enterprises as direct applicants, not just research organizations. This is a key distinguishing feature of the program.
What makes a project qualify as 'applied research'?
The project must involve scientific or technological uncertainty, a defined research protocol with tests and analyses, and potential for creating new knowledge or significantly improved products/processes. Routine product changes without a research methodology don't qualify.
Can I stack MAPAQ funding with SR&ED?
Not on the same eligible expenses. SR&ED credits claimed on specific expenses must be deducted from the MAPAQ reimbursable base — you cannot be reimbursed twice for the same cost.
Is Volet 2 (applied research for food processors) still open?
No — Volet 2 has no active call as of May 2026. Watch the MAPAQ program page for future calls during the 2023–2028 program period.
What is the Magdalen Islands bonus?
Projects located in the Magdalen Islands receive an additional 10% on the funding rate for Volet 3, potentially reaching 90% cost coverage up to $210K.
