How to Win

Insider tips, common pitfalls, and what successful applicants look like

Premium
Insider Tip

New entrants should apply early — the $20,000 new entrant cap under the Agriculture Infrastructure stream is particularly attractive and available without the $15,000 sales history requirement. The 50% synthetic fertilizer cost-share is a quick-win for any established producer with ongoing input costs. Prepare your price quotes within 6 months before submitting — quotes dated earlier are rejected. The program is annual but budget can run out; apply as early as possible within the intake window.

Premium See what trips up most applicants for this program — and how to avoid it.

Rejection Pitfalls 7

  • Applicant does not meet the $15,000 minimum agriculture sales threshold and does not qualify as a new entrant
  • Project costs incurred before the application is submitted (retroactive funding not permitted)
  • Price quotes submitted with application are more than 6 months old

Success Profile

A Newfoundland farmer or agri-food producer with established sales history applying for infrastructure to expand production capacity — e.g., a mixed vegetable producer adding a root storage facility, or a dairy farmer upgrading milking equipment. New entrants starting a commercial farm operation in NL are also a strong fit for the $20,000 new entrant stream.

Evaluation Criteria

Applications are assessed against program criteria: eligible applicant type, minimum sales history or new entrant status, project alignment with food self-sufficiency and agricultural growth priorities, and completeness of documentation. Priority is given to projects that demonstrably increase NL food production or secondary processing capacity. Budget allocation is first-come, first-served within the annual intake window.

4 Submit application by May 25, 2026 Email completed application form, all supporting documents, and price quotes to [email protected]. Phone: 709-637-2077 for clarification before submitting.
5 Receive funding decision and complete project Upon approval, complete the eligible project within the program year. Retain all invoices and proof of payment.
6 Submit reimbursement claim Provide original invoices and proof of payment to the PAAP program manager for cost-share reimbursement. Synthetic fertilizer claimants submit retailer receipts from approved commercial suppliers.

Clawback Risk

Medium Risk

Infrastructure assets funded under PAAP may need to remain in agricultural use for a specified period; disposal or change of use within that window may trigger repayment. Synthetic fertilizer cost-share is lower clawback risk — a straightforward reimbursement after purchase.

Frequently Asked Questions

Quick answers to the questions founders most often ask about PAAP

Free
Can a brand-new farmer with no sales history apply?
Yes — the new entrant stream specifically accommodates first-time agricultural producers without the $15,000 minimum sales requirement. New entrants can access up to $20,000 under the Agriculture Infrastructure stream by submitting the New Entrant Information Form.
Is the synthetic fertilizer cost-share separate from the infrastructure grants?
Yes — the Provincial Limestone Program and synthetic fertilizer cost-share (50% reimbursement) are separate streams from the Land Development and Agriculture Infrastructure grants. Eligible producers can potentially access multiple streams in the same year.
What if the May 25 deadline has already passed?
PAAP is an annual program — the next intake will open approximately spring 2027. Contact [email protected] or 709-637-2077 to be notified when the next cycle opens.
Do I need to be incorporated to apply?
No — sole proprietors, partnerships, farm cooperatives, and unincorporated agricultural groups of three or more farms are all eligible alongside corporations.
