What this program funds and who can apply
Program Description
Provincial grants funded by environmental penalties, for Indigenous communities, schools, municipalities and incorporated not-for-profits in Ontario, supporting environmental restoration and resilient-community projects in the region where the violation occurred. Not open to for-profit businesses.
Eligibility Requirements
- Indigenous communities and organizations
- Academic institutions — schools, colleges and universities
- Municipalities
- Incorporated not-for-profit organizations
- Incorporated community-based groups
- For-profit businesses, individuals, conservation authorities, and provincial or federal government departments, agencies, boards and commissions are NOT eligible
- Project must be based in an eligible MECP region — a region where environmental penalties were collected — and the request cannot exceed the funding available in that region
- Minimum funding request is $5,000; there is no maximum
- Projects cannot exceed 2 years in length
- Applicants must be legal entities with valid attestations and verifications in Transfer Payment Ontario confirming compliance with environmental, labour and tax laws; these expire after 1 year and must be kept current
- Multi-partner projects submit a single application naming one lead applicant authorized and eligible to enter into the Transfer Payment Agreement, who remains responsible for the whole project even where work is contracted out
- Ineligible project types: infrastructure or large-scale capital projects; land acquisitions; projects that directly benefit the ministry, sit on ministry property such as Provincial Parks or Ontario Crown land, or involve the ministry; projects requiring an individual or class environmental assessment unless already completed (or a class EA category A project); activities already required under statute or regulation or that are an organization's or agency's mandated responsibility; projects that provide grants to other recipients
- A certificate of commercial or comprehensive general liability insurance of at least $2 million per occurrence is required before entering into the Transfer Payment Agreement
- Contractors must be selected through a process that promotes best value for money, and the ministry may require a report on that process
