Program Description

PacifiCan non-repayable funding for B.C. not-for-profit innovation enablers — post-secondary institutions, accelerators, incubators, angel networks, Indigenous organizations, social enterprises, and industry associations — that grow British Columbia's regional innovation ecosystem. Projects must support B.C. businesses and entrepreneurs, with funding covering up to 50% of eligible project costs. Continuous open intake with funding decisions targeted within 90 business days of a complete application.

Eligibility Requirements

  • Legally recognized not-for-profit organization that supports businesses, innovators, or entrepreneurs in British Columbia
  • Eligible types: post-secondary institutions, accelerators, incubators, angel networks, Indigenous organizations, social enterprises, industry associations, and municipalities
  • For-profit companies are explicitly excluded under this stream (apply to PacifiCan's REGI Business Scale-up & Productivity stream instead)
  • Project must support B.C. businesses and entrepreneurs and contribute to regional innovation ecosystem capacity
  • Non-commercial NPO projects receive non-repayable contributions; projects with significant for-profit business involvement may be subject to repayable contributions
  • Matching funding required — applicant must cover at least 50% of eligible project costs from other sources

Application Steps

1 Pre-application consultation with PacifiCan Contact your regional PacifiCan office to discuss your project concept. Officers confirm eligibility, advise on the correct REGI stream, and flag whether any for-profit involvement may trigger repayable contribution terms.
2 Develop project proposal and performance framework Prepare a detailed project proposal: rationale, activities, timeline, ecosystem outputs with measurable targets, and comprehensive budget. Confirm matching funding sources. Obtain letters of support.
3 Submit complete application Submit the full application package to PacifiCan: proposal, legal documents, financial statements, budget, and support letters. A complete application triggers the 90-business-day decision clock.
4 PacifiCan review (90 business days) PacifiCan conducts eligibility and merit review. May request additional information. Decision issued within 90 business days of a complete application.
5 Contribution agreement execution Approved projects receive a conditional approval and negotiate contribution agreement terms. Sign and return the executed agreement.
6 Project delivery and milestone reporting Implement funded programming per the agreement. Submit progress reports and milestone payment claims on schedule.
