Evaluation Criteria

Evaluation varies by stream but common criteria across all: (1) Project quality and artistic/cultural merit; (2) Company track record and capacity to deliver; (3) Market viability and distribution plan; (4) Quebec cultural content and contribution to the French-language cultural landscape; (5) Financial viability of the project budget; (6) Prior SODEC relationship (established clients have advantage via envelope systems); (7) Export potential (for export-eligible streams). Film/TV: broadcaster attachment and co-production potential are critical factors. First-time applicants must pre-consult with SODEC at least one month before the intake deadline.

Application Steps

1 Pre-consultation (mandatory for first-time applicants) First-time applicants must contact SODEC at least one month before the intake deadline. Call 514-841-2200 or email [email protected] to arrange a consultation. Failure to pre-consult results in rejection.
2 Determine the correct program stream Identify which of SODEC's sector streams applies to your project: audiovisual (film/TV), livre et édition (books), musique et spectacle (music/live performance), métiers d'art (crafts/art market), or créativité numérique (digital). Each has distinct sub-programs with separate intakes and eligibility rules.
3 Create a SOD@ccès account Register at https://sodecapply.smapply.io/?lang=fr-ca and verify your email. All applications are submitted exclusively through the SOD@ccès online portal. The platform is available 24/7 but support is available weekdays 9 AM–4:30 PM at [email protected] or 514-841-2200.
4 Complete eligibility profile Fill out the admissibility profile in SOD@ccès. Ensure your company has Quebec incorporation, principal establishment in Quebec, majority control by Canadian citizens/permanent residents with Quebec fiscal residency, and (for publishers) a valid agrément certification.
5 Prepare and submit application in French Create a new application in SOD@ccès for the specific program. Fill all mandatory fields (marked with *), upload required documents as PDFs (note: file names cannot contain periods), and submit before the intake deadline. All content must be in French.
6 SODEC evaluation SODEC evaluates applications over 3–6 months. May request additional information. For audiovisual streams, a reading or review committee may assess projects. Established companies with track records have an advantage.
7 Receive decision and sign agreement SODEC communicates the funding decision. Upon approval, sign the contribution agreement specifying eligible costs, milestones, disbursement schedule, and reporting requirements.
8 Execute project and submit claims Carry out the funded project. Submit expense claims with invoices and proof of payment at agreed milestones. SODEC releases installments upon satisfactory review of each milestone claim.
