Determine your application stream The program has three streams: (1) Industry Partner Stream — project recommended by a designated industry partner; (2) Festival Selection Stream — emerging filmmaker whose short film screened at a recognized festival; (3) Filmmaker Apply-Direct Stream — for Indigenous, Black, POC, women, gender-diverse, 2SLGBTQIA+, persons with disabilities, or Official Language Minority Community members. Choose the stream that matches your profile before preparing documents.

Confirm budget eligibility Verify your project's total budget falls between $150,000 and $500,000. Telefilm's contribution can be up to CDN $125,000 (8% allocated to marketing/distribution; the balance to the production budget). Projects outside this range are ineligible for Talent to Watch.

Gather required documentation Prepare: current program guidelines (downloaded from Telefilm's website), financing plan, production budget using Telefilm's Standard Production Budget Template, track record forms for the director, producer, and screenwriter, audience engagement plan, sustainability plan, and (for Industry Partner stream) a recommendation letter from the designated partner. Review the official List of Required Documents for your stream.

Register or log in to the Dialogue portal Access Telefilm's submission system at telefilm.ca/en/log-in. New applicants must create an account. All submissions are made exclusively through Dialogue — no paper or email submissions are accepted.

Submit application during the open window Applications are accepted during a short annual intake window (e.g., 2026-2027 cycle: April 14–28, 2026). Complete and submit all required forms and documents through Dialogue before the closing deadline (typically 11:59 PM EDT on the last day). Each project may only be submitted once per fiscal year.

Await funding decision Telefilm aims to communicate funding decisions within 80 business days of the closing date. Successful applicants receive a contribution agreement defining eligible expenses, milestones, reporting requirements, and payment terms. Costs incurred before Telefilm approval are ineligible for reimbursement.
