How to Win

Insider tips, common pitfalls, and what successful applicants look like

Premium
Insider Tip

The Multi-Year Operating stream ($100,000 over 3 years) is the most valuable but requires proof of a multi-year track record, strong outcome metrics, and willingness to commit to 3-year reporting. Smaller organizations should start with the Programs or Events stream to build a relationship with the City before applying to Multi-Year. Quantify your entrepreneur outcomes rigorously — jobs created, businesses launched, revenue generated by alumni — before applying. Subscribe to BusinessTO newsletter immediately; intake windows are not widely publicized in advance.

Evaluation Criteria

Applications are evaluated on: organizational track record and not-for-profit status, quality and specificity of programming plans, demonstrated outcomes for Toronto entrepreneurs, budget credibility, and community stakeholder support. Multi-Year Operating stream applicants are additionally assessed on organizational financial health and multi-year programming capacity. The City prioritizes organizations with measurable entrepreneur outcomes (companies launched, jobs created, revenue generated).

Frequently Asked Questions

Quick answers to the questions founders most often ask about Toronto Business Incubation and Commercial...

Free
Can a for-profit accelerator or startup studio apply for this grant?
No. The program is strictly limited to not-for-profit organizations. For-profit incubators, studio models, and venture studios are ineligible regardless of their community focus.
What is the difference between the Programs and Multi-Year Operating streams?
The Programs stream (up to $20,000) funds a specific programming initiative with a 50% match requirement and a one-year scope. The Multi-Year Operating stream (up to $100,000) provides 3-year operating support at 20% of eligible costs, requiring a stronger track record and annual reporting over 3 years.
How long must my organization be incorporated to apply?
Generally 2-3 years, depending on the stream. The Multi-Year Operating stream requires a longer demonstrated track record. New organizations with under 2 years of incorporation are typically not eligible.
When does the next intake open?
Applications are currently closed. Subscribe to the City of Toronto's BusinessTO newsletter or contact the program team ([email protected], [email protected], [email protected]) to be notified when the next intake opens.
Does the grant require the incubator to serve only Toronto-based entrepreneurs?
Yes. The program prioritizes organizations with a strong Toronto focus — the primary beneficiaries must be Toronto-area entrepreneurs and startups. National programs with a small Toronto component are unlikely to qualify.
