Program Description

A federal loan program under the Women Entrepreneurship Strategy, providing up to $50,000 in low-interest financing to women-owned businesses nationally. Eight regional Loan Fund Partners deliver it in Alberta, British Columbia, Manitoba, Newfoundland and Labrador, Nova Scotia, Ontario, Prince Edward Island and Saskatchewan; entrepreneurs elsewhere apply through WEOC's Open Access route. Covers working capital, equipment, and operating expenses — with priority to underrepresented women entrepreneurs.

Eligibility Requirements

  • Business is more than 50% women-owned
  • Applicant is a Canadian citizen or permanent resident, at least 19 years old, residing in Canada
  • Gross annual revenues do not exceed $2,000,000
  • Both startups and existing businesses eligible
  • No minimum credit score — accessible to underrepresented and underserved women entrepreneurs
  • A business plan with cash flow forecasts for at least two years is required; your regional Loan Fund Partner helps you build it before the application link is issued

1 Start at the Get Started Form Complete the intake form at weoc.ca/loan-program/get-started and a regional women's enterprise organization is connected with you; an advisor contacts you within approximately two business days. WEOC names eight regional Loan Fund Partners, in Alberta, British Columbia, Manitoba, Newfoundland and Labrador, Nova Scotia, Ontario, Prince Edward Island and Saskatchewan. If you live in New Brunswick, the Northwest Territories, Nunavut, Quebec or Yukon there is no WEOC partner in your region and WEOC points you to other lenders' comparable loans; use the Open Access route instead.

Does my business need to be incorporated?
No — sole proprietors, partnerships, and incorporated companies are all eligible, as long as the business is more than 50% women-owned and you meet the other criteria (19+, Canadian citizen/PR, revenues under $2M).
What's the interest rate?
Fixed for the full loan term at Prime plus 4% or less. WEOC sets the rate from the risk profile and stage of the business, so Prime plus 4% is a ceiling and not a quote. Ask your advisor what your own rate would be before you commit.
Can I apply if my business is brand new?
Yes — startups are explicitly eligible. You'll need a detailed startup business plan and 2-year cash flow projection in place of financial statements.
Can I appeal if my loan is declined?
Yes. Within 15 business days of the decline, write to WEOC with sound business reasons why it should be reconsidered and any information you did not share before. The CEO reviews the file and a final, binding decision follows within two weeks.
