Program Description

The City of Winnipeg pays up to half the cost of a capital project by a Winnipeg non-profit community organization: improving a public space or facility, or buying a capital asset that will be used for more than a year. The project must be available for public use or enhance public use of the space, be located in Winnipeg, start within two years of the award and be substantially complete within five. Applications are accepted year-round and each one is approved by the councillor for the ward where the project is located. The City budgets $1 million a year for the program and publishes no per-project maximum.

Eligibility Requirements

  • A non-profit community organization that contributes to the health and well-being of the community and conducts business for the benefit of the general public
  • Has no shareholders, and its profits further the organization's goals and are not used for personal financial gain
  • Incorporated and unincorporated organizations can apply (an unincorporated group sends its board list and constitution or by-laws); a school parent council can apply with a letter from the principal or school division
  • The project is a capital improvement, or a capital asset that will be in use for more than one year
  • The project is available for public use, or enhances public use of the space or facility
  • The project is located within Winnipeg
  • The project starts within two years of the award and is substantially completed within five years
  • The City's total contribution is no more than 50% of the total project cost
  • If funding is approved, the property owner gives written approval of the project; work on City-owned property needs extra approvals, including the project plan

Insider Tip

Do not start work or sign contracts on the strength of an approval letter: costs incurred before approval are generally not reimbursed, and the City strongly recommends waiting until its grant administrator confirms every requirement is met and the funding agreement is fully signed.

Frequently Asked Questions

Quick answers to the questions founders most often ask about CIGP

Free
How much can our organization get from the City?
Up to 50% of the total project cost. The City publishes no per-project maximum; the program has $1 million available each year across Winnipeg, and not every project is approved.
When can we apply for a Community Incentive Grant?
Any time: applications are accepted year-round. For a large construction or renovation project, the City suggests contacting the program administrator about when to apply.
Does our non-profit need to be incorporated?
No. Incorporated groups send their latest Annual Return of Information; unincorporated groups send a list of their board and a copy of their constitution or by-laws. School parent councils can apply too.
What kinds of projects and costs does it cover?
A capital improvement to a public space or facility, or a capital asset that will be used for more than a year, open to public use. Staffing, operating costs, consulting, engineering and legal fees are not covered.
How is the grant paid out to the organization?
As reimbursement. After signing a funding agreement, you pay for the work and claim 50% of each paid invoice; the City holds back 7.5% of construction claims until the project is complete.
