Provides direct funding to employers to train their employees. Employers can receive up to $10,000 per person for training costs.
Eligibility Requirements
- Ontario-based employer (private sector, NPO, or Indigenous business — government bodies excluded)
- Employees to be trained are Ontario residents
- Training must not have started before the application is submitted
- Training provider is a third-party eligible provider (accredited college, licensed private trainer — not internal staff delivery)
- Training is not a diploma or degree program and does not exceed 52 weeks

Insider TipApply well before your training start date — applications submitted on the day training begins or after are automatically ineligible. Many employers miss this and lose out. Also: small employers (<100 employees) get a dramatically better deal (only contribute 1/6 vs. 1/2 for large employers), so this program is especially valuable for SMEs. If you're training a mix of current and newly-hired unemployed workers, apply separately for each group — the unemployed-hire stream can be 100% funded up to $15K per person. Always verify your training provider's eligibility under the Career Colleges Act 2005 before submitting — an ineligible provider is the second most common rejection reason.
Rejection Pitfalls 8
- Applied after training already started or completed (most common — automatic disqualification)
- Training provider is ineligible (self-delivery, product vendor on own software, unlicensed private trainer)
- Individual employee is concurrently receiving other government-funded training (e.g., Better Jobs Ontario, Employment Service)
Success Profile
Small Ontario private-sector employer (<100 employees) with 1-10 employees needing skills certification or upskilling in technical, digital, healthcare, or trades areas. Employer has identified a third-party accredited training provider (college, licensed private trainer) and applies 4-6 weeks before training begins. Training leads to a credential or verifiable certificate. Employer in manufacturing, construction, healthcare, tech, or skilled trades sectors see highest approval rates. NPOs are also eligible.
