Program Description
The Canada Small Business Financing Program helps Canadian small businesses and start-ups get loans and lines of credit from financial institutions by sharing the risk with lenders. It is open to for-profit and not-for-profit businesses in every industry except farming, with gross annual revenues of $10 million or less. It covers up to $1.15 million per borrower - $1 million in term loans and $150,000 in lines of credit - and can finance real property, equipment, leasehold improvements, intangible assets and working capital costs.
Eligibility Requirements
- Small business operating in Canada with gross annual revenues of $10 million or less
- Business is not in an ineligible category (no farming operations, religious/charitable organizations without commercial activity, holding companies, trusts, or rental-only real estate)
- Apply through a participating chartered bank, credit union, or caisse populaire
- Demonstrates creditworthiness to the satisfaction of the participating lender
- Lenders set their own equity or down-payment requirement based on their internal lending policies and your risk profile — ISED does not publish a required percentage
- Financed assets must be used for an eligible purpose (equipment, leasehold improvements, working capital, intangible assets)
- Term-loan financing has internal class caps: intangible assets plus working capital together are capped at $150,000, and that amount plus equipment and leasehold improvements together are capped at $500,000, within the overall $1,000,000 term-loan ceiling. Real property has no separate class cap.
- Not-for-profit, charitable and religious organizations have been eligible since June 30, 2021, as long as they carry on a small business; the same $10 million revenue limit and program rules apply as for any other applicant.
