Program Description

Halifax Regional Municipality gives grants to non-profit and charitable housing providers to build, buy, repair, convert or plan affordable housing anywhere in the municipality. There are five project streams: new construction, repair or renovation, acquisition, conversion of a non-residential building, and pre-development studies. There is no set minimum or maximum request. About $5.1 million is available in the 2026 round, which closes November 2, 2026, and the money has to be spent by October 11, 2027. Every applicant must hold a pre-application meeting with staff before the deadline. The grant is designed to stack with provincial and federal housing funding.

Eligibility Requirements

  • The project is located in Halifax Regional Municipality
  • The applicant is a non-profit organization incorporated for at least one year when it applies: a Nova Scotia society, a non-profit association under the Co-operative Associations Act, a Canada Not-for-profit Corporations Act corporation, another non-profit incorporated under a Nova Scotia or federal act, or a registered charity
  • The housing will be operated by a non-profit or charitable organization
  • The applicant or another non-profit or charity owns the land, or the owner is willing to sell it to the applicant; a private owner may instead agree to transfer the housing to the non-profit, or lease it to the non-profit for the life of the building, before occupancy
  • The project fits one stream: new construction, repair or renovation, acquisition, pre-development, or conversion of a non-residential building to affordable housing
  • The housing is affordable to low and moderate income households
  • You hold a pre-application meeting with AHGP staff before the intake deadline

Frequently Asked Questions

Quick answers to the questions founders most often ask about AHGP

Free
How much can we ask for?
There is no set minimum or maximum. About $5.1 million is available across all projects in the 2026 round. In 2025-26 the 11 awards ranged from $224,500 to $1,500,000.
Can a private developer apply?
Not on its own. The project must be operated by a non-profit or charity, and private construction of affordable housing is funded only in partnership with a non-profit. A private owner can be part of the deal if it agrees to transfer the housing to the non-profit, or lease it to the non-profit for the life of the building, before occupancy.
Can housing co-operatives apply?
Yes, a non-profit association incorporated under the Nova Scotia Co-operative Associations Act is eligible, and several housing co-ops have received AHGP repair grants.
Is the pre-application meeting really required?
Yes. Every applicant must meet AHGP staff before the intake deadline. Request the meeting through the PPL&C customer portal or by emailing [email protected].
Can one application cover more than one stream?
No. Acquisition and repair, for example, need separate applications. For acquisition, repair or pre-development across several properties, ask staff about combining them into one application.
When does the money have to be spent?
Grants from the 2026 round must be spent by October 11, 2027.
