Program Description
The City of Guelph offers merit-evaluated seed grants (applications reviewed three times a year) up to $25,000 to registered charitable non-profits for pre-construction affordable housing costs.
Eligibility Requirements
- Registered non-profit or charitable corporation
- Meets the criteria of a non-profit developer under the Development Charges Act (1997)
- In good standing under the Not-for-Profit Corporations Act (2010), the Canada Not-for-profit Corporations Act (2009), or registered as a non-profit housing co-operative under the Co-operative Corporations Act (1990) with the primary objective of providing affordable housing
- Proposing to build affordable housing in Guelph
- If the development proceeds, rental units must remain affordable for at least 25 years at the rates in the Province's Affordable Residential Unit Bulletin for Guelph
- Eligible projects are new affordable or below-market housing, conversion of non-residential space to affordable or below-market housing, or renovation of existing affordable or below-market housing to create additional units
- Units must contain full private culinary, washroom, sleeping and living area space as defined by the Ontario Building Code, and meet the Code's minimum dwelling-unit size
- Units that are already considered to be affordable are not eligible projects
- Work or services performed by any shareholder, director, officer or non-arm's-length party are not eligible
- Works commenced prior to submitting an application are ineligible; works commenced after submission but before approval may be eligible, as determined by the General Manager of Strategic Initiatives and Intergovernmental Relations
- The City may reject an application from an applicant not in good financial standing with the City, such as one owing property tax arrears in Guelph
- The City may reject an application where the commercial relationship between the City and the applicant has been impaired, for example by litigation with the City
- Approval of the grant is at the sole discretion of the City and subject to the availability of funds
