What this program funds and who can apply
Program Description
Federal funding of up to $10 million per project, for up to 36 months, to address major skilled labour shortages through multi-employer, sector-wide workforce initiatives. Not-for-profits, for-profits, Indigenous organizations, training institutions and governments can apply, but a project cannot serve a single company and must have national applicability. Intake is continuous from August 25, 2026 until funds are exhausted, starting with a Statement of Interest.
Eligibility Requirements
- Eligible applicants: not-for-profit organizations, for-profit organizations, Indigenous organizations (including band councils, tribal councils and self-government entities), provincial and territorial governments, post-secondary institutions, training institutions, agencies and Crown corporations, and municipal governments
- Funding recipients cannot represent the interests of a single enterprise; the initiative must be a collaborative effort among multiple stakeholders that share common workforce needs or skills gaps
- Project must address at least one objective: scale up or adopt proven workforce initiatives in growing sectors; build talent pipelines for federal missions, industrial strategies and major projects; or mobilize industry to co-invest in new skills programs
- Projects primarily benefiting one province without national applicability are ineligible
- Private-sector cost-sharing of at least 25% of the requested ESDC funding; ESDC funding cannot exceed 75% of total project value, and no more than 75% of project funds can come from public sources
- Recruitment or training activities must be part of a broader initiative with at least 100 participants (regional) or 500 participants (national)
- Partnerships with multiple employers or SMEs and with post-secondary institutions, training providers or industry training organizations are expected, with letters of support
- Project participants must be legally entitled to work in Canada and be Canadian citizens, permanent residents or protected persons
- Organizations in Alberta or Quebec may need provincial approval (Alberta Bill 18, Quebec M-30) before accepting funding
