Program Description

A City of Saskatoon pilot that pays up to 50% of the cost of a Phase II Environmental Site Assessment, a Corrective Action Plan and remediation work on private brownfield properties, to a maximum of $50,000 per site. It is a non-repayable cash grant for registered property owners, or an assignee with the owner's written permission, on abandoned, vacant, derelict or underutilized sites in the City's eligible area that may be contaminated by a past use. Applications are evaluated first come, first served until March 31, 2027 or until the funding is allocated, and priority goes to residential development projects.

Eligibility Requirements

  • The project site must be a brownfield property: an abandoned, vacant, derelict or underutilized property that, because of its past use, may have perceived or actual contamination
  • The site must be located within an eligible area (the City's page says the program applies only to properties in the Established Neighbourhoods, shown on the Brownfield Incentive Eligibility Area map) or be approved for consideration by the General Manager, Utilities and Environment Division
  • The applicant must be the registered owner of the property or have written permission from the registered owner; the grant is only available to property owners or an assignee with written permission from the owner
  • Properties that are not current with their taxes or are under an Order to Remedy with the City of Saskatoon are not eligible (exceptions at the discretion of the General Manager, Utilities and Environment Division)
  • Properties owned by the City, another municipality, or the provincial or federal governments are not eligible
  • Projects must support the investigation and remediation of subsurface environmental contamination; building-related remediation work, such as asbestos removal, is ineligible
  • Approval must be granted by the City before the start of any work funded through the program
  • Projects must meet a minimum threshold of 30 points out of 65 on the City's scoring criteria
  • Phase II Environmental Site Assessment applications need a current (less than one year old) CSA-compliant Phase I Environmental Site Assessment report that demonstrates site contamination, and/or a letter from the Ministry of Environment indicating responsible party status (the City may waive this where sufficient environmental work has been completed)
  • Corrective Action Plan applications need a complete and current (less than one year old) Phase II Environmental Site Assessment report with contamination fully delineated
  • Remediation applications need a Phase II Environmental Site Assessment report less than two years old and a Corrective Action Plan prepared within two years; in-situ remediation projects will not be considered
  • Studies must be conducted under the supervision of, and signed off by, a Qualified Person as defined in the program framework
  • Projects must comply with all City bylaws, policies and regulations

The registered owner of a private brownfield property in the City's eligible area, or an assignee with the owner's written permission. Government-owned properties and properties with unpaid taxes or an Order to Remedy are not eligible.
How much funding can one brownfield property receive?
Up to $50,000 in total per site. The City contributes a maximum of 50% of the cost of a Phase II Environmental Site Assessment, a Corrective Action Plan and remediation work, in any combination.

The Call for Proposals is open until March 31, 2027, or until all available funding has been allocated, whichever comes first. Applications are evaluated first come, first served.
