Eligibility Requirements

Application Steps

1 Complete ISC Testing Stream Successfully deliver your Testing Stream R&D contract and receive confirmation from the Testing Department that your innovation is at TRL 9 and market-ready.
2 Request Application Form from PSPC Contact PSPC within 12 months of Testing Stream contract completion to obtain the Pathway to Commercialization application form. The 12-month window is strict.
3 Obtain Post-Test Report Your Innovation Management Advisor (IMA) submits the post-test report confirming TRL 9 readiness. The Testing Department completes its evaluation within 30 days.
4 Submit Application to PSPC Submit your completed application form and post-test report to PSPC. PSPC initiates evaluation of your financial capacity, certifications, IP strategy, and TRL 9 evidence.
5 Source List Listing Once approved, your innovation is listed on the government source list for 3 years. Federal departments can award sole-source contracts without competitive bidding.
6 Receive Government Contracts Federal departments submit procurement requisitions to the PSPC Central Allocation Unit at least 60 business days before your eligibility expiry. Fulfill contracts as awarded.
