What this program funds and who can apply
Program Description
Interest-free loan covering up to 50% of eligible exterior façade improvement costs, to a maximum of $50,000, for commercial property owners or tenants in approved London Community Improvement Project Areas. Portions of the loan may be forgivable in designated areas, making this a hybrid financial incentive for storefront upgrades including windows, doors, masonry, painting, canopies, lighting, and signage.
Eligibility Requirements
- Registered commercial property owner or authorized agent/tenant in an approved London Community Improvement Project Area
- No outstanding debts or defaults to the City of London
- Pre-approval required — façade work cannot begin before written approval is issued
- Improvements must be to the exterior façade of a commercial building (not interior, not residential)
- All mortgages and charges on the property — including the City's own lien for this loan — must not exceed 90% of the post-rehabilitation appraised value, so the owner keeps at least 10% equity after the improvement
- Minimum loan is $2,000 — because the loan covers 50% of eligible costs, the façade project must involve at least about $4,000 of eligible work to qualify
- Neither the applicant nor the registered owner may ever have defaulted on any City of London loan or grant — including through a company or group they were part of
- No outstanding City of London Building Division orders or deficiencies on the property when the loan is issued — and none again at completion, when the City re-checks before drafting the agreement

The loan will be interest free and will be amortized over a 5-year period (54 payments) if the value of loan is greater than or equal to $2,000 and less than $5,000. Loan repayments will begin six months after the advancement of funds. Full repayment can be made at any time without penalty.

Where applicable, and if confirmed in the City's Commitment Letter, a portion may be forgivable and paid back to the applicant in the form of a grant to cover the lesser of: A maximum of $12,500; or 25% of the loan amount.

The City will provide the applicant with one cheque in the full amount of the approved loan after: (1) the City has completed its due diligence to ensure the applicant and property remain eligible for the loan, (2) the Loan Agreement has been signed, and (3) pre-authorized electronic banking agreement, that provides electronic payment information, has been signed. The City will not provide partial loan amounts or progress payments.

- Awnings that are affixed to the exterior street front of a building which are used to keep the sun or rain off a storefront, window, doorway, or sidewalk, and/or to provide signage for a commercial tenant;
- Business name signage that is affixed to the exterior street front of a building;
- Decorative lighting which is affixed to the exterior street front of a building that is ornamental and installed for aesthetic effect;
- Eaves troughs, rain gutters, soffits, fascia, bargeboard, and other materials that direct rain water;
- Doors, windows and their finished framing;
- Professional fees for the preparation of drawings and technical specifications required for eligible works (limited to the lesser of a maximum of $5,000 or 10% of the loan).
