What this program funds and who can apply
Program Description
Ontario capital funding for employers and organizations to plan, build, upgrade, or retrofit training centres, with continuous intake until funds are allocated.
Eligibility Requirements
- Ontario employers
- Minister-approved non-college apprenticeship training delivery agents
- Non-profits including Indigenous band offices and ISET agreement holders
- Professional, industry, or employer associations
- Trade unions
- Municipalities, DSSABs, CMSMs, and hospitals
- Educational organizations may partner only
- The applicant must independently source a minimum of 30% of total eligible costs through equity, debt or other capital including capital-campaign fundraising — in-kind contributions do not count toward the 30%
- The applicant must declare all funding received or expected from other municipal, provincial or federal government sources, from application through to the end of the project term
- The applicant may be required to provide a parent or partner guarantee from a sufficiently credit-worthy entity for its payment and performance obligations, with evidence of the guarantor's creditworthiness
- GROW recipients must advance design to tender-level status within 6 months of the TPA effective date, begin construction within 12 months, and reach Substantial Performance within 3 years of construction start
- GROW recipients must meet KPI obligations across a 5-year Intended Use Period after Substantial Performance
- SEED projects must produce Construction Working Documents at 40% design status
