Timing decides this one, not proposal quality — funding is first-come, first-served and Tourism PEI has already hit the 2026 application limit, so ask Laurel Lea when the next cycle opens and be ready on day one. Two details catch applicants out: the $5,000 is per organization in total, so bundling several beaches onto one application does not raise the ceiling; and every transaction must be at arm's length, which rules out doing the work with your own staff or a related contractor. Get your provincial and municipal permits filed with Tourism PEI before you break ground, and shoot your 'before' photos the same day — the last 50% is not released until the final report with before-and-after pictures is approved.

Success Profile

A municipality, watershed group, harbour authority or registered not-for-profit that already stewards a publicly accessible beach with a recognized road right of way and public parking, applies early in the cycle before the funding limit is hit, has arm's-length quotes ready, and can show a credible plan for maintaining the improvement after it is built.

Evaluation Criteria

Tourism PEI assesses applications on eligibility, return on investment, and the priorities for growing tourism as defined by its research. Approved applications are then funded first-come, first-served while funds remain. Development projects must be accompanied by a detailed plan of action on the measures to be taken and an evaluation plan, and the contribution of the applicant, other government agencies and community partners is taken into consideration by the program management selection committee. Projects outside the listed expense categories may still qualify as 'other projects that will enhance the beach user experience' at the discretion of the program review committee.

• Purchase or construction of waste sorting stations
• Waste removal costs
• Portable washroom rentals, including waste removal and cleaning

• Construction and maintenance of parking areas
• Purchase and installation of bike racks
• Beach access improvements such as pathways, boardwalks, steps, beach mats and beach wheelchairs
• Labour performed by a source at arm's length from the applicant for maintenance work such as boardwalk repairs, grass cutting and parking lot scraping
• Signage such as welcome signs, no littering and no overnight parking signs
• Certified safety equipment and safety signage such as life rings and rope
• Other projects that will enhance the beach user experience, as approved by the program review committee

• Costs incurred before the applicant is notified of the approved level of funding, or after the date of project completion
• Transactions between parties that are not at arm's length, including labour performed by the applicant's own staff
• Costs beyond the maximum amount approved — if a project comes in under budget, the program covers only the eligible expenses actually incurred
• Safety equipment that is not certified

Applications are filled out online and approved applications are funded on a first-come, first-served basis; applications continue to be accepted until funds have been exhausted. Tourism PEI's application page currently states the 2026 application limit has been reached, and no date has been published for the next intake.

There is no fixed calendar deadline: within an open cycle 'Applications will continue to be accepted until funds have been exhausted' and approved applications are funded first-come, first-served, so the practical rule is to apply as early in the cycle as possible. Tourism PEI has not published a date for the next intake. Note that Tourism PEI's industry site (tourismpei.com) still describes the program as open to applications — the government service page you actually apply through is both the stricter and the more recently published source. Up to 50% of the funding is paid before any expense is incurred, and Tourism PEI states that if a project is completed under budget the program 'will cover only eligible expenses incurred' and reimburses eligible expenses 'up to the maximum amount approved'. An advance that exceeds your actual eligible spend is therefore subject to adjustment. The page publishes no explicit recovery or repayment terms.
