Evaluation Criteria

ACOA officers assess holistically: economic benefit to Atlantic Canada (jobs created/maintained, revenue growth, export potential), project viability and business financial health, quality of matching funding commitment, technology adoption or innovation content, and contribution to economic diversification away from resource sectors. Application Steps

1 Pre-consultation with regional ACOA office Call 1-888-576-4444 or contact your nearest regional office (Halifax, Moncton, Fredericton, Charlottetown, or St. John's) before preparing anything. Officers confirm fit, flag documentation gaps, and advise whether BSP or another ACOA stream is appropriate for your project.
2 Project design and pre-approval pause Design the project scope ensuring NO eligible costs are incurred before receiving a positive funding decision. Costs incurred before approval are categorically ineligible.
3 Complete Application for Financial Assistance Obtain the application form from your ACOA office. Prepare: detailed project description, budget breakdown, financial projections, economic benefit narrative (jobs, revenue, export potential), and evidence of matching funds.
