Program Description

A provincial film production fund offering a base rebate of 32% of eligible Prince Edward Island expenditures, with bonuses up to 35%, for film and television work completed in PEI.

Eligibility Requirements

  • Must be a company whose principal business is the production of film and television
  • Main activity must be the creation of productions available for public viewing
  • Must be incorporated in Canada, either federally or provincially
  • Minimum $25,000 spent in Prince Edward Island before HST
  • Must provide written evidence of a Commercial Licence Agreement
  • Applicants, shareholders and related companies must be in good standing with Innovation PEI (no overdue reporting)
  • Applicants, shareholders and related companies must not appear in the Province's Central Default Registry
  • Distributors, broadcasters or other issuers of commercial licence agreements (including online distributors or aggregators) are NOT eligible to apply
  • Productions must be new — repackaging or re-versioning of previously completed productions is not accepted
  • Development activities are not supported; only pre-production, production and post-production
  • Companies not operating at arm's length from a distributor, broadcaster or other issuer of commercial licence agreements are also ineligible
  • Applicants in arrears with any PEI government department or crown corporation will be disqualified
  • Applications including all supporting documentation must be received prior to commencement of principal photography
  • The production company must provide a financing structure and budget in industry-standard format and demonstrate that the production is fully financed
  • The applicant must demonstrate that all necessary insurance and performance bonds (where required) are in place
  • A Commercial Licence Agreement must come from a third-party entity whose primary business is broadcasting, distributing or disseminating film or television to the public with a demonstrable track record; an agreement in which the producer purchased the airtime is not eligible
  • Ineligible genres include news, current events or public affairs, weather or market reports, talk shows and magazine formats, games or contests, sporting events, gala or award shows, productions that solicit funds, reality television, pornography, advertising, music videos, productions made primarily for industrial, corporate or institutional purposes, all-or-substantially-all stock footage (other than documentary), console or online video games, and software applications
  • Projects eligible and approved for other forms of financial assistance from any other department or agency of the PEI Provincial Government may not be eligible for the Fund

How high can the rebate actually go?
The base is 32% of eligible PEI costs. Add 1 percentage point if the production is by a PEI producer, or a co-production where the PEI producer has at least 25% control, and 2 percentage points for a series — so 35% at the top.
What is the minimum I have to spend in PEI?
At least $25,000 before HST must be spent in Prince Edward Island for the production. Eligible costs must come from PEI-based suppliers with a permanent physical establishment in PEI.
Can I bring in crew from off-Island and still claim their salary?
Only through the deeming provision, pre-approved before principal photography, where no qualified PEI resident is available. Deemed salaries are capped at 30% of total eligible PEI resident wages and each deemed person must train at least one PEI resident in their department.
Is there a fee to apply?
No. The Fund is administered by Innovation PEI on behalf of the Province and there is no administration fee charged to applicant production companies.
