Program Description

The Project Development Fund is part of Creative BC's Reel Focus BC Fund and provides non-recoupable development advances to B.C.-owned and controlled production companies for independent film and television projects, on a project-by-project basis. Funding is triggered by a cash commitment from an eligible arm's-length Triggering Agent - a broadcaster, distributor, OTT service or select funding agency - and applications are assessed first-come, first-served until the annual budget is committed. The 2026/27 intake is open from April 27, 2026 to March 31, 2027.

Eligibility Requirements

  • Must be an audiovisual company incorporated in British Columbia or federally (Canada), with its head office in B.C.; companies only extra-provincially registered in B.C. are not eligible
  • Must be developing film, television, or digital media content (not fully produced/completed projects)
  • Content must be at a development stage — script development, proof of concept, or pre-production
  • Maximum $20,000 per project; $50,000 annual cap per applicant company
  • Must demonstrate market potential and a credible path to production
  • Must comply with Creative BC content and cultural eligibility standards
  • The company's principals, directors, officers and shareholders must be in good standing with Creative BC, and previously funded applicants must have submitted all required final deliverables for any open files
