1 Contact regional Economic Development Officer (EDO) Mandatory first step. 2 Prepare business case and project plan Describe the capital investment (what you are buying/building), strategic rationale, and projected NWT economic impact. Quantify employment: current NWT headcount and new FTE positions to be created with wages and timeline.
3 Confirm outside leveraged funding Secure evidence of matching funding from outside GNWT (CanNor IDEANorth, NRC IRAP, bank financing, own equity). Bank commitment letter or CanNor program confirmation is preferred over unconfirmed statements.
4 Complete SEED Application Form Download form from ITI website (iti.gov.nt.ca/en/services/strategic-investments) or from regional EDO. Include project description, cost quotes, employment projections, leveraged funding evidence, NWT business registration.
5 Submit to regional EDO Submit in person, by mail, or electronically to regional EDO. Rolling intake — no deadline — but apply April–July for best budget availability. Budget depletes in Q3/Q4.
6 ITI review and approval EDO prepares recommendation; larger amounts require regional manager and senior ITI review. Processing: 8–14 weeks. For $75,000 requests, expect thorough review and possible additional information requests.
7 Contribution agreement signing Sign contribution agreement before incurring any eligible project costs. Do not purchase equipment or begin construction until agreement is signed and dated.
8 Project delivery, reporting, and final reconciliation Execute project, track costs, keep all receipts. Submit progress reports per agreement milestones. Submit final report with financial reconciliation and employment verification. GNWT may audit expenditures for larger grants.
