Program Description

Provides a 50% matching grant of up to $10,000 for safety and security improvements to commercial properties in London's Core Area Community Improvement Project Area. Eligible improvements include exterior lighting, storefront gates, security cameras, and entry landscaping designed to deter crime and improve perceived safety for customers and employees.

Eligibility Requirements

  • Registered commercial property owner or authorized tenant/agent in London's Core Area Community Improvement Project Area
  • Neither the property owner nor the applicant may have ever defaulted on any City of London loan or grant program, including through affiliation with a company that did
  • Pre-approval required — no security installations can begin before written approval
  • Improvements must be to the exterior of a commercial building (not purely interior security systems)
  • Eligible works must be safety improvements identified by the City's own Core Area Safety Audit — confirm with City staff which of your planned works the audit covers before gathering quotes
  • All mortgages and charges, including this grant, must not exceed 90% of the post-improvement appraised value — the owner must keep at least 10% equity
  • No City of London Building Division orders or deficiencies against the property when the grant is issued
  • All City of London property taxes paid in full when the grant is issued
  • The property must contain an existing building (occupied or unoccupied)
  • A separate application is required for each discrete building on a property
