How to Win
Insider tips, common pitfalls, and what successful applicants look like
Insider TipPARO's peer lending circles are a complementary pathway — participating in a peer circle before applying for the WIN loan builds the relationship and demonstrates commitment. The character-based lending model means PARO staff weigh community reputation and program engagement alongside financial capacity. Applicants from rural and remote Northern Ontario communities are actively prioritized — don't assume the program is only available in Thunder Bay.
Success Profile
A woman entrepreneur in Northern Ontario — often in a rural or remote community — who is starting or growing a small business to generate income and build financial independence. Strongest candidates are committed to engaging with PARO's counselling and mentoring programming, have a viable business concept or established operation, and have limited access to traditional bank financing due to income, credit history, or geographic factors.
Evaluation Criteria
PARO uses character-based and mission-aligned lending criteria: the applicant must be a woman entrepreneur in Ontario (Northern Ontario prioritized), the business must be viable with a credible repayment path, and the applicant must be willing to engage with PARO's support programs. Financial history and credit score are considered but are not disqualifying for applicants who demonstrate commitment and viability. Community connection and alignment with PARO's low-income priority mandate are weighting factors.
